For decades, American students have struggled with mathematics. The latest data from the National Assessment of Educational Progress paints a bleak picture: nearly one in four fourth graders cannot perform basic math operations, and performance in critical areas like number operations and algebraic reasoning has plummeted since 2022 with no signs of recovery. While many point to the pandemic or curriculum  debates, mounting evidence points to a deeper, more systemic failure—the chronic underpreparation of elementary school teachers in foundational mathematics.

The Numbers That Expose a Systemic Failure

A 2025 report from the National Council on Teacher Quality (NCTQ) reveals a crisis brewing in America's teacher preparation programs. After analyzing over 1,100 elementary teacher preparation programs nationwide, the findings are stark: only 16% of undergraduate programs earned an A or A+ rating for their math preparation. The graduate-level situation is even worse, with a staggering 84% of programs receiving failing grades.

The average undergraduate elementary teacher preparation program dedicates just 85 hours to foundational math content—20 hours short of the 105 hours recommended by math experts. Graduate programs fare far worse, allocating an average of merely 14 hours to foundational math content—less than a single course credit. As Heather Peske, NCTQ President, points out, "Teachers need to know how to do more than just follow the steps in math to get the right answer. They need to know why those steps work".

The Pedagogy Problem

The issue extends beyond insufficient hours to a fundamental misunderstanding of what elementary math teachers actually need. Many programs favor advanced topics like calculus over the bedrock skills essential for elementary education. As Valerie Sakimura of Deans for Impact observes, "Sometimes that early numeracy is somewhat overlooked because there's a perception that those foundational math skills are easy. Also I think from a content knowledge standpoint, that's true, but that doesn't necessarily mean you know how to teach the content".

This distinction between knowing math and knowing how to teach math is where many programs falter. Teaching a child to understand why 12 is divisible by 3 requires far more than rote memorization—it demands mathematical fluency, pedagogical insight, and a profound understanding of how young minds build numerical logic. According to the NCTQ report, the average program offers just 136 instructional hours in math total, with only 105 focused on content and 45 on pedagogy—falling short of recommended targets.

The Cycle of Math Trauma

Adding to this crisis, many teacher candidates themselves carry deep-seated anxieties about mathematics. As faculty members report, a significant number of prospective elementary educators—many of them women—arrive with what can only be described as math trauma, having internalized the belief that they are simply "not good at math". This belief, if unchallenged, gets passed on to their students like "an educational inheritance nobody wants".

Instructional coaches now act as "math therapists," addressing the fears and anxieties that teachers bring into the classroom. The goal is to transform the narrative around math by showing teachers connections between math concepts and real-world applications, boosting confidence and interest. Students themselves confirm the devastating impact of this dynamic: "When I think about math, I feel anxious, nervous, and honestly, I don't really like it, and I think this is because from a young age, I just felt dumb or just super slow compared to the rest of my classmates," one Hispanic female student shared.

A Hidden Cost: Graduate Programs Underperform

Perhaps most alarming is the revelation that teachers with master's degrees—who typically earn significantly higher salaries—often receive even less math preparation than their undergraduate counterparts. Large urban districts pay well-experienced teachers with master's degrees over $8,200 (11%) more on average than teachers with only a bachelor's degree, despite the paltry preparation in mathematics content provided by graduate programs.

The presumption that a master's degree signals greater knowledge and skill is being challenged by these findings. As the NCTQ report notes, "teachers and districts are not getting what they pay for". Graduate programs are shirking their responsibility to prepare aspiring math teachers—even on the same campuses where undergraduate candidates spend more than five times more course time on math content.

The Student Impact

The consequences of teacher underpreparation are already visible in classrooms. Math achievement has been declining for more than a decade, and achievement gaps are at historic highs. Since 1990, the gap between the highest- and lowest-scoring students has grown 18% wider among eighth graders and more than 8.5% wider among fourth graders.

Students attending high-needs, high-poverty schools are more likely to have newer and inexperienced teachers, creating a cycle of disadvantage. One student described the reality: "We just don't have a teacher, and we just keep having subs. We literally teach ourselves. We have to teach ourselves… in a certain time before it gets off to the next thing".

The long-term stakes are high. Research shows that early math skills predict future earnings better than reading scores, and students who fall behind early may never catch up. As the Center on Reinventing Public Education notes, "The jobs of the future will require all workers to regularly develop new skills, which can't happen without a strong foundation in math".

Evidence of What Works

Some programs offer a path forward. The University of Montana, which earned A+ ratings for both its undergraduate and graduate programs, requires all teacher candidates to complete three math content courses designed specifically for aspiring teachers, followed by two courses on math pedagogy. As education dean Dan Lee explains, their rural graduates often teach multi-grade classrooms where "no textbook can do that for them. They have to be prepared well enough to make those decisions on their own about the materials they need to assemble in order to put instruction forward".

Regent University similarly improved from a D grade to an A+ by introducing two new mathematics courses designed to fill gaps in math content preparation. Louisiana has also launched a 50-hour studying requirement for all 4th-8th grade math teachers, attempting to deepen teacher knowledge and make explicit the connections between math skills taught across grades.

A Path Forward

The NCTQ recommends that teacher preparation programs dedicate at least 150 instructional hours to mathematics content and pedagogy, with 105 hours focused specifically on math content. Programs struggling to meet this target could use content knowledge diagnostics as a condition of admission—not to reject candidates, but to identify where additional support is needed.

However, as critics note, simply adding course hours does not guarantee effective teaching. Understanding content is different from knowing how to convey that knowledge to students. Programs that combine content knowledge with pedagogical strategies—and that include sustained, face-to-face support—are more likely to produce competent teachers.

The math crisis in American elementary schools is not just a curriculum issue or a pandemic hangover. It is a systemic failure rooted in a lack of foresight, rigor, and urgency in how we prepare the educators of tomorrow. If America is serious about reversing its math decline, the effort must start where it matters most—in the teacher preparation programs that shape the very people entrusted to turn numbers into knowledge.
