St. Petersburg University of the State Border Service of the Ministry of Emergency Situations of Russia

The date of foundation of the St. Petersburg University of the State Border Service of the Ministry of Emergency Situations of Russia is October 18, 1906 . On this day, for the first time in Russia, courses for fire technicians were opened, one of the first educational institutions of fire and technical profile in Europe.

The functions and powers of the founder of the university are carried out by the Ministry of Emergency Situations of Russia. Currently, the university implements a multi-level system of educational programs:

The main direction of the university's scientific activity is to conduct scientific, research and development work in priority areas of the Ministry of Emergency Situations of Russia:

• development of legislative, regulatory and methodological framework in the field of civil defense, protection of the population and territories from emergency situations, fire safety and safety of people on water bodies;
• improvement of the civil defense system;
• development of the crisis management system taking into account modern requirements;
• development and introduction of advanced technologies and means of prevention and elimination of natural and man-made emergencies, ensuring fire safety and safety of people on water bodies;
• scientific and methodological support of measures aimed at improving the efficiency of the daily activities of the Ministry of Emergency Situations of Russia;
• scientific support for the implementation of the basics of state policy in the field of civil defense for the period up to 2030;
• scientific support for the development of a system for monitoring and forecasting large-scale emergencies and disaster risk reduction;
• issues of ensuring the integrated security of the Arctic zone. 

In order to protect intellectual property in 2021, the university received 49 RIA, of which:

• 5 patents for invention;
• 4 utility model patents;
• 25 certificates of state registration of computer programs. 

In 2021, the university published:

• 24 scientific and analytical journals;
• 73 titles of educational and methodical literature. 

The University publishes 6 of its own scientific journals.

Every year, the permanent and variable composition of the university actively participates in scientific events held both on the basis of the university and in third-party institutions and organizations. The most significant events of 2021 were the participation of the university in the following events:

• International Forum "Transport Security";
• International Salon of Security Facilities "Integrated Security - 2021";
• International Exhibition and Conference on the Development of Oil and Gas Resources of the Russian Arctic and the Continental Shelf of the CIS Countries;
• X St. Petersburg International Gas Forum (SPIGF-2021);
• The main planning conference for the preparation of the International Exercise of The Rescue Services of Russia, Norway, Finland and Sweden "Barents Rescue - 2022";
• International Forum "Arctic: Present and Future". 

During 2021, the university was preparing for the participation and conduct of the Interdepartmental Research Exercise on the implementation of measures to protect the territories included in the Arctic zone of the Russian Federation from emergency situations. 

The research activities of university students are an important factor in the education of a young specialist and scientist. In the research activities of the university involved:

• Council of Young Scientists;
• 22 scientific societies of students at 22 departments of the university. 

In 2021, students and young scientists took part in 23 scientific events, including scientific and practical conferences, forums, seminars, round tables.

Students took part in projects to popularize a culture of safety among children. Together with the Faculty of Life Safety of the A.I. Herzen RSPU and the Academy of Postgraduate Pedagogical Education of St. Petersburg, scientific and methodological developments of students and employees of the university were introduced into the educational process of St. Petersburg schoolchildren. 

Teachers and young scientists prepared 102 scientific publications based on the results of research.

More than 64% of students are educated in fire-fighting and technical areas of education, which remain a priority for the university.

According to the results of the XIII All-Russian Festival on Safety and Rescue of People "Constellation of Courage" in the nomination "The Best Educational Organization of Higher Education of the Ministry of Emergency Situations of Russia in 2021", the university took first place.

For accommodation of students and employees, the university has 3 comfortable dormitories, one sectional and two corridor types, the total number of places is 836. The total area of the hostels is 13 644.5 m2, the living area is 5260.0 m2. Dormitories are located in close proximity to educational and laboratory buildings, gyms and a gym equipped with modern and original simulators.

Organization of meals for students (cadets) - on the basis of contracts concluded between the joint-stock company "Voentorg" and the St. Petersburg University of the State Border Service of the Ministry of Emergency Situations of Russia. St. Petersburg University of the State Border Service of the Ministry of Emergency Situations of Russia has 4 canteens. Each cadet canteen has up to 500 seats and is equipped with self-service lines.

The educational process at the university is organized by periods of study - academic years (courses) and periods of study allocated within the framework of courses - semesters (autumn and spring).

To the Cadet Corps (10th grade):

When entering the budget full-time form of education as a cadet, it is necessary to contact the Main Directorate of the Ministry of Emergency Situations of Russia at the place of permanent registration for the passage of the military medical commission, professional and psychological selection and registration of a personal file. As a listener (part-time form of education), when registering an educational case, it is also necessary to have a medical certificate form - 086u and the original or copy of the medical certificate.

All graduates after graduation from the university are appointed to positions in the components of the university of the Ministry of Emergency Situations of Russia.

1. Admission to the Cadet Fire and Rescue Corps is carried out on a competitive basis from among male and female minor citizens of the Russian Federation fit for health reasons, who have permanent registration in the territory of St. Petersburg and the Leningrad Region and the corresponding age, who have successfully completed education in the 9th grade of a general education organization in the year of admission.
2. Citizens of the Russian Federation 17-30 years old who have a secondary general or secondary vocational education, capable of their personal and business qualities, physical fitness and state of health for service in the Federal Border Service of the State Border Service of the Ministry of Emergency Situations of Russia are accepted for the bachelor's degree.
3. Persons with higher education of any level, who are current employees of the Federal Border Service of the Ministry of Emergency Situations of Russia, who are in positions of middle and senior command staff, who have special ranks and service experience of at least 3 years are allowed to master master's programs.
