The University was founded in 1973 on the basis of the Decree of the Council of Ministers of the USSR. The functions and powers of the founder of the university on behalf of the Russian Federation are carried out by the Ministry of Science and Higher Education of Russia.

The main activity of the university is:

• creation of conditions for the training of scientific and pedagogical workers, dissertations for the academic degrees of doctor and candidate of sciences to persons attached to the university;

The university is developing a segment of competitions of scientific student works, in particular at the Faculty of Law and the Faculty of Foreign Languages. 

The university publishes 9 scientific journals, 8 of them in printed form, with the placement of full texts of articles in open access, and one ("Cultural Space of the Russian World") online.

The teaching staff of Omsk State University is 490 people, of which 92 have the degree of Doctor of Sciences, 291 - Candidate of Sciences.

The university has a housing stock, the total number of places is 1024, including 3 rooms adapted for use by disabled people and persons with disabilities. 

Meals are organized in the dining room and 8 buffets located in the educational buildings.

The main directions of extracurricular work with students are several types of activities:

The organization of extracurricular activities at the university is carried out in close cooperation with the primary trade union organization of students of Omsk State University and the All-Russian Trade Union of Education. There is a "Cyber Squad" that teaches students to protect themselves from negative information and bullying on the Web.

For 14 years, information support for extracurricular activities at the university has been effectively developing in the official group in the social network "VKontakte". The community hosts announcements of university events, information about competitions and events, photo reports about important events of the university, invitations to cultural and sports events, exhibitions, theatrical performances online and offline. 

In 2021, more than 1600 Omsk State University students took part in 172 events of the university and in 61 events of regional, all-Russian and international levels:

• meeting of the winners of the All-Russian contest "Ambassadors of Victory" of the All-Russian public movement "Volunteers of Victory" with the support of the Federal Agency for Youth Affairs and the Federal State Budgetary Institution "Rospatriotcenter" to organize volunteer support for solemn events dedicated to the celebration of the 76th anniversary of the Victory in the Second World War;
• concert program "Peninsula of Inspiration!" within the framework of the festival "Crimean Spring";
• art battle "Panda" in Krasnoyarsk;
• Youth Educational Forum "Altai: Territory of Development-2021". 

It is also possible to note the traditional screenings of the experimental theater "Room 24", organized in cooperation with the "Blood Center" with the help of the initiative group of volunteers "CHANGES" Donor Day. Omsk State University students are actively involved in volunteer activities in the field of medicine (donation), patriotic, social, event, environmental, sports, cultural volunteering. 

In professional sports, Omsk State University students show high achievements at interregional official swimming sports competitions, All-Russian competitions in Greco-Roman wrestling "Memorial of Evgeny and Sergey Artyukhin" and other significant competitions:

• Russian Swimming Cup;
• III Open Eurasian Student Martial Arts Games;
• XXXIX match meeting in athletics of the Youth Sports School of the cities of Siberia, the Urals and the Omsk region;
• XXV All-Russian Tournament in Greco-Roman Wrestling in Memory of A.V. Nesterenko;

Much attention in the organization of sports extracurricular activities is paid to the most intellectual sport - chess, where the university is represented at the all-Russian level. 

Educational and laboratory areas by type:

• the total educational area (in 10 educational and laboratory buildings) is 20,998 sq.m. (classrooms, laboratories, classrooms, gyms, swimming pool);
• educational and auxiliary area total – 16 375 sq.m. (departments, teaching, administrative premises, library premises, premises of public organizations, assembly and exhibition halls, storerooms for educational equipment, etc.).  

Classrooms, special rooms and laboratories for practical classes are equipped with multimedia technology and laboratory equipment.

The divisions of the library are located in five academic buildings of the university. It offers users 5 subscriptions, 3 reading rooms, a sector of literature on art, a center for library and information services and a room for independent work in the building No. 2. The total number of seats is 344, including 38 automated ones. 

For primary health care, periodic medical examinations, medical examinations, a cooperation agreement has been concluded with BUZOO "MSCH No. 7". 

For sports, the university provides the following facilities of the omsk state university sports and recreation complex:

• Gym;
• fitness room;
• sports halls of buildings 1, 2 and 6. 

For active recreation of students and employees, a gym and a ski base of the campus, a gym of the recreation center "Aelita" are provided. 

The academic year is divided into 2 semesters, in the middle of each there is an intermediate control of academic performance.
