What has changed?

  2. The rules for changing educational institutions have been tightened. If before, a student could simply transfer from a language school to a college without excessive bureaucracy, now they need to apply for a new student visa to do so.

As a result, the familiar «language → university» scheme has become more complicated and less predictable. Clearly, the number of students on such courses has dropped sharply.

New format: Joint Pathway Program

To adapt to the new conditions, Canada's education sector has developed a new model — the Joint Pathway Program. Its essence is that a language school and a public college or university join together into a single program.

How does it work? A student begins his studies at a private language school and then continues language learning at a public institution. This is all one unified program with no gap, so only one Study Permit is issued for the entire period of study. At the same time, the college or university immediately issues a Letter of Acceptance (LOA) listing both program partners; the international student in turn receives a PAL from the public institution, and the transition between stages takes place without resubmitting documents.

Why this is convenient for international applicants and Canadian educational institutions

The new model solves several problems at once.

  • Less bureaucracy for the student — no need to reapply for a visa when moving to the next stage.
  • More stability — the student knows their path from language study to university admission in advance. Even with a limited number of PALs, the language portion of the studies remains accessible thanks to partnerships with public institutions.
  • Language schools, under the new program, gain the opportunity to work with students through an official and transparent scheme, while Canadian colleges and universities can attract students through trusted partners and expand their enrollment.

How JPR works now

The pilot launch of the new program took place at the beginning of 2026 and immediately became popular among Canadian educational institutions and foreign applicants. Initially, only certain regions of the country were included in the JPR list, but due to unexpectedly high demand the program was almost immediately expanded to all of Canada.
