The date of creation of USU is considered to be 1988. In its modern form, the university was founded on February 7, 1996 in the bases of the branch of the Lomonosov Moscow State University in Ulyanovsk and the Ulyanovsk Economic Institute (as a branch) of the Samara State Academy of Economics.

Fundamental and applied scientific research at the university is carried out within the framework of the State Task for the implementation of research of the Ministry of Education and Science of Russia, scientific programs of various ministries and departments, as well as at the expense of extrabudgetary funds.

In 2021, USU became the winner of the competitive selection of R-Pharm with a project to develop a targeted delivery molecule for synthesis with radionuclides Ga-68 and Lu-177 for radionuclide imaging and breast cancer therapy.
