Togliatti State University was founded on May 29, 2001 on the basis of the Togliatti Polytechnic Institute, established at Kuibyshevgidrostroy in 1951, and the Togliatti branch of the Samara State Pedagogical University.

The complex of student dormitories of TSU is represented by two corridor-type dormitories for 503 places.
- Hostel No. 1 is a 5-storey building. On each floor there are 29 rooms, in which 2-3 people live, and a kitchen. The rooms are equipped with beds, wardrobes, tables, each has a combined shower and toilet. The hostel has a buffet, a classroom for classes, a laundry room with washing machines and a place to dry clothes, free WI-FI, a storage room.
- Hostel No. 2 is located in a 5-storey building, on each floor of which there are 26 rooms for 2-3 people, a kitchen, a washroom and toilets. The rooms are equipped with beds, wardrobes, tables. In the hostel there is a medical center, a gym, a classroom for classes, a laundry room with washing machines and a place for drying clothes, free WI-FI, a room for storing things. In the basement there are showers.
Both dormitories are equipped with video surveillance on the floors and along the perimeter of the building, provided with round-the-clock security by a private security company.
In TSU, the following premises are allocated for the organization of meals for employees and students:
