Penza State University was founded on June 8, 1944 as the Penza Industrial Institute on the basis of the evacuated part of the Odessa Industrial Institute. The functions and powers of the founder of the university are carried out by the Ministry of Education and Science of Russia.

The university conducts targeted education of specialists in the interests of state authorities and local self-government, for industrial enterprises and scientific organizations of Penza and the Penza region and in military registration specialties in the interests of the Ministry of Defense of the Russian Federation.

In 2021, 3 scientific laboratories were created on the basis of the university:

• "Laboratory for the Study of Balanced Spatial Development of Regions".

In 2021, 137 applications for the results of intellectual activity were registered at PSU, 126 protection documents on the OIC were received, 30 patents for inventions and utility models of the Russian Federation were supported.

Penza State University is the founder and publisher of 14 periodical scientific journals.

On the basis of the university in 2021, 102 scientific events were held, including 86 conferences of various levels with the publication of collections of scientific papers.

The academic year begins on September 1 and is divided into two semesters, each of which ends with a test-examination session in accordance with the curriculum.
