Moscow University of the Ministry of Internal Affairs of Russia named after V.Y. Kikot is a leading educational institution in the field of training competitive and highly qualified personnel for law enforcement agencies of Russia. The process of training specialists takes place at a qualitatively new level and is based on modern scientific achievements in the field of ensuring public order and combating crime.

The educational process in the Ministry of Internal Affairs of Russia is strictly regulated by the Order of the Ministry of Internal Affairs of Russia. The daily routine determines the time of the implementation of the main activities of the daily activities, studies and life of cadets. Schedules of training sessions are drawn up for the semester and are brought to the attention of students by the university management.

Every day, except Sunday, from 6:10 to 6:45, morning exercises are held for cadets and students of the university.

Classes start at 8:00 (or 8:30) and last until 18:00. There is a lunch break between classes.

Wake-up at 22:00, except Saturday. Saturday night is at 11:00 p.m.

On the basis of the Ministry of Internal Affairs of Russia, 3 institutes operate:

In addition, on the basis of the university, 3 branches have been opened in the Moscow, Tver and Ryazan regions.

Every year, about 100 scientific and representative events (including international ones) are organized and held at the site of the Ministry of Internal Affairs of Russia, which allow the scientific community to develop proposals for solving important strategic and tactical tasks of national importance. Scientific forums are held on issues of professional, spiritual, moral and patriotic education of young people. In addition, issues of interaction between the family and other public institutions in order to prevent youth crime are raised.

Cadets and students themselves take an active part in the research work of the university. At the departments of the university on a permanent basis there are 32 scientific circles and a scientific society, uniting over 3000 students of different courses.

In June 2007, a monument to the "Soldier of Law and Order" was unveiled on the territory of the Ministry of Internal Affairs.

Moscow University of the Ministry of Internal Affairs is the legal successor of foreign educational institutions on the basis of agreements signed since 2002. Such universities include:

• Academy of the Ministry of Internal Affairs of Georgia;
• Institute for Advanced Training of the Bavarian Police;
• the United Nations European Institute for Crime Prevention and Control (HEUNI);
• Police Academy of the State Unitary Enterprise of the Ministry of Justice and Internal Affairs of Mongolia;
• Academy of the Ministry of Internal Affairs of the Kyrgyz Republic in the field of personnel training;
• Institute of Public Administration of North Rhine-Westphalia (FRG) and others.

On May 9, 2019, the Parade of the Ministry of Internal Affairs of Russia took part in the Victory Parade on Red Square for the first time.

On October 2, 2020, the Museum and Exhibition Complex was formed, consisting of 4 halls: the history of the University, fame and traditions, the history of the Russian police, Kalashnikov.

Cadets are provided with a hostel for living on the territory of the Ministry of Internal Affairs. In total, the housing stock of the university is located in 5 buildings of the hostel, accommodating a total of 1877 people. All rooms are equipped with the necessary furniture and equipment, designed for 2-4 people.

The settlement of cadets is carried out by decision of the Housing and Household Commission of the Ministry of Internal Affairs and on the basis of a contract for the lease of specialized residential premises, which is concluded for the period established by the order. The cost of living varies from 794 to 1020 rubles per month.

The university has organized three free meals a day for cadets of I-IV courses. Based on the reports of cadets, an order is issued to the university on enrolling them in food provision. The order is issued once every six months.

On the basis of the university, the Cultural Center of the Ministry of Internal Affairs of Russia operates. Cadets and students of the university annually take part in the forums of amateur artistic creativity held by the Ministry of Internal Affairs of the Russian Federation.

Every year, festivals and seasonal KVN games are held at the university's bases among the structures and departments of law enforcement agencies. 

Special attention is paid by the university administration to the development of various sports and the popularization of physical culture. Every year, cadets and students of the university take part in competitions of various levels, perform as part of national teams and win prizes.

In addition, classes are held in the Museum and hall of fame and traditions of the University of the Ministry of Internal Affairs, where cadets can study the history of the country and the Ministry of Internal Affairs.

The University of the Ministry of Internal Affairs of Russia is divided into 9 educational and laboratory buildings located in different districts of the city of Moscow. Classes are held in 29 laboratories and special classes equipped with special equipment.

All classrooms of the university are equipped with multimedia sets of equipment: a laptop, a projector, a screen. Each building is equipped with computer rooms with Access to the Internet and libraries for independent work of cadets. For improved assimilation of materials and practice for cadets, a business games class is equipped on the basis of a distance learning class. The office is equipped with an interactive direct projection board, a digital video projector, a projection TV and a telephone exchange that simulates the work of the duty part of the ATS.

All 9 buildings are equipped with sports halls.

In addition, two polygons are equipped for practical training: a comprehensive forensic and the basics of personal security.

The academic year at the university begins on September 1 and is divided into two semesters, each ending with an examination session. Cadets are provided with vacation holidays: winter - 14 days and summer - 30 days.

The main line of expenses for students is the payment for accommodation in the university dormitory, the rest of the costs of food and the form are assumed by the university. Students of the university have the right to a day off on Sunday, when they can get a layoff and take a break from the educational process. In this regard, the additional costs of cadets during the training are insignificant.

In the process of admission, candidates for full-time training in the Moscow State Institution of the Ministry of Internal Affairs of Russia are required to undergo:

• preliminary medical examination (examination) in the regular military medical commission,
• professional psychological selection.

In addition, materials for studying data about the candidate (educational case) are formed in accordance with the regulatory legal acts of the Ministry of Internal Affairs of the Russian Federation.

Every year, about 1,000 cadets are enrolled in full-time education at the Ministry of Internal Affairs of Russia, and more than 400 people are enrolled in correspondence courses. The most popular areas of study are: "Legal support of national security (specialist)" (400 cadets per course) and "Law enforcement (specialist)" (281 cadets).

Upon graduation from the university, graduates become highly qualified specialists and employees of the internal affairs bodies of the Russian Federation. From the graduates of the Ministry of Internal Affairs, specialists of the criminal investigation, economic security and anti-corruption units, investigators and interrogators, forensic experts, etc. come out.

Graduates of the university receive positions in the Ministry of Internal Affairs of the Russian Federation, the police, the Investigative Committee of the Russian Federation and other law enforcement agencies of the state and municipal levels.

From the moment of enrollment in the Ministry of Internal Affairs of Russia, cadets become employees of the internal affairs bodies. The time of study at the university is counted in the length of service (seniority) in the bodies of the Ministry of Internal Affairs. Cadets of the first course receive a monthly salary = 14,921.95 rubles. In addition, once a year, cadets are paid material assistance for the summer vacation = 12,850 rubles.
