Education Without Barriers: Abu Dhabi’s Landmark Inclusion Rule

The Abu Dhabi Department of Education and Knowledge (ADEK) implemented a new policy that requires schools in Abu Dhabi to admit students who have special needs or additional learning needs. The new educational regulation establishes a major transition which provides equal educational opportunities to all students regardless of their specific learning needs.

What the New Policy Requires

The updated inclusion policy now requires schools in Abu Dhabi to accept all students regardless of their special needs or learning disabilities. The school must provide a written notice of its inability to accommodate a student through an "inability to accommodate" notification which it will send to ADEK. The inclusion team of ADEK evaluates the situation to decide whether to sustain the school's choice or mandate the school to accept and assist the student.

The emirate's public and private schools must follow this policy which represents one of the most extensive inclusion regulations in the region. The program includes all students who need additional educational resources, not just those who have official learning disabilities.

How Inclusion Works in Practice

The Academic Development and Education Knowledge Organization has created various educational support systems which help students achieve academic success and social development according to their policies:

  • Inclusion Teachers

Qualified inclusion teachers — not just support assistants — are now part of school staffing. They work with classroom teachers or independently to help students with additional needs and develop individualized learning plans.

  • Inclusion Assistants

The function of inclusion assistants who used to be called “shadow teachers” now allows them to provide essential student support only after schools prove that students require assistance during more than half of their daily classes.  

Assistive Technology
Schools can apply to ADEK for assistive technology which includes Braille machines and other devices that help students with visual, hearing, or other disabilities.

  • Support for Parents and Families

The Abu Dhabi Education Council established its customer happiness center because parents face obstacles when they search for suitable school placements. The center helps families with the inclusion process and helps them find appropriate educational options for their children. 

The policy grants students access to specialized schools which provide educational support that suits their specific needs when mainstream school programs do not meet their requirements.

Impact on Enrollment

The policy is part of broader nationwide efforts to foster inclusive education. Recent data show a 116% increase in the number of students with additional educational needs who enrolled in private schools across Abu Dhabi. The data demonstrates the effect of inclusion initiatives. 

The growth demonstrates that Abu Dhabi has implemented its People of Determination Strategy more thoroughly. The strategy aims to increase support for students with disabilities through its provision of therapeutic services and its development of inclusive classroom strategies.

Compliance and Enforcement

Schools have until September 2026 to fully comply with the new regulations. The authorities will impose fines and other penalties on organizations which repeatedly fail to meet the inclusion requirements established by ADEK.
