RsUPS was founded on May 30, 1929 as the Mechanical Institute of Transport, renamed on July 12 of the same year into the Rostov Institute of Railway Engineers.

RSUPS is the founder and publisher of periodical journals - "Bulletin of RSUPS" and "Proceedings of RSUPS".

Scientific and pedagogical potential is distributed as follows:

• in the block of humanitarian and socio-economic disciplines - 117 teachers, of which 83 people have academic degrees and titles, including doctors of sciences, professors - 14 people, candidates of sciences, associate professors - 69 people;
• in the block of natural sciences and mathematical disciplines - 106 teachers, of which 92 people have academic degrees and titles, including doctors of sciences, professors - 26 people, candidates of sciences, associate professors - 66 people;
• in the block of general professional and special disciplines - 293 teachers, of which 212 have academic degrees and titles, including doctors of science, professors - 41 people, candidates of sciences, associate professors - 171 people.

According to the results of the VI International Competition of Publications "University Book - 2021", rsUPS received the main Award of the Grand Prix.

In 2021, the exclusive right of the university to the trademark of the educational and laboratory complex "Virtual Railway" was registered.

The parent university has four dormitories with a total capacity of 1252 places.

• Dormitories No. 1, 2 and 3 are designed for full-time students, hostel No. 4 - for part-time students and students of advanced  courses.
• Dormitories No. 2 and 3 have a block system of room arrangement.
• Hostel No. 1 combines a block system and a corridor-type system.
• Hostel No4 consists of rooms of increased comfort. 

Students live in rooms of 1, 2, 3 or 4 people. Each dormitory has bathrooms, showers, kitchens and utility rooms. Each resident is provided with bedding. 

The structure of the RSUPS public catering plant includes:

• Dining room;

• Buffets.

All catering points are designed for 252 seats and operate in self-service mode. 

Students and pedagogical employees of the university and technical school are active participants in district, city and regional events and actions.

The university cooperates with the Rostov-on-Don Diocese in the form of:

Sports and mass work at the university is carried out on the basis of a sports complex, in which 11 sports sections operate. The Trade Union Committee of Students organizes summer holidays on the Black Sea coast.

The total area of land plots is 16.44 hectares, of which the area of education grounds is 0.53 hectares.

Treatment and prevention of diseases of employees and students is carried out by the consultative and diagnostic polyclinic of the university.

The academic year begins on September 1 and is divided into two semesters, each of which ends with a test-examination session in accordance with the curriculum of the relevant educational program.

Additional expenses may include dormitory accommodation (for non-residents), meals, leisure and other expenses.

Applicants to the university must meet the following requirements:

• completed education not lower than secondary complete general.

The minimum number of points according to the results of the Unified State Exam:

• Physics — 36;
• Mathematics , 27;
• Social Studies, 42;
• History, 32;
• Russian language — 36.
