RsUPS was founded on May 30, 1929 as the Mechanical Institute of Transport, renamed on July 12 of the same year into the Rostov Institute of Railway Engineers.

Accommodation, meals, prices
The parent university has four dormitories with a total capacity of 1252 places.
- Dormitories No. 1, 2 and 3 are designed for full-time students, hostel No. 4 - for part-time students and students of advanced courses.
- Dormitories No. 2 and 3 have a block system of room arrangement.
- Hostel No. 1 combines a block system and a corridor-type system.
- Hostel No4 consists of rooms of increased comfort.
Students live in rooms of 1, 2, 3 or 4 people. Each dormitory has bathrooms, showers, kitchens and utility rooms. Each resident is provided with bedding.
The structure of the RSUPS public catering plant includes:
