The only country that issues an accompanying visa to one of the parents if the younger child is under 12 years old is the UK. You can obtain a Parent of a Child Student visa based on your younger child's schooling. It is issued for one year and can be renewed each year until the younger child turns 12.
Special attention should be paid to the amount of funds in the account: it must cover all expenses for the child's education, accommodation, and meals for a year (if it is a boarding school, the minimum amount in the account must cover the yearly cost of tuition and boarding).
