Graduate School Sogang University (Seoul, South Korea) offers foreign applicants who choose STEM programs (specifically, natural sciences or engineering) fully tuition-free programs at the master's and doctoral levels.
This scholarship is called Sogang Rise Surpass Track: half is paid by the university itself, and half — by the Seoul ANCHOR Project. This project is the brainchild of the Ministry of Education of South Korea and the Seoul Metropolitan Government: this is how the authorities plan to attract foreign specialists to fill staffing gaps in high-potential, critically important fields — science, technology, and engineering.
Please note that only the cost of the course itself is covered; the enrollment fee, and especially additional expenses (accommodation, visa and consular fees, flights and transfers), must be paid by the student out of pocket. That said, the Sogang Rise Surpass Track does not preclude eligibility for other payments: for publishing scientific research, support at the start of internships, academic grants, etc.
The university currently enrolls more than 2,000 students, of whom 250 are already international, with 39 master's and doctoral programs available, including interdisciplinary ones. Graduate School Sogang University actively collaborates with other universities in Seoul, expanding opportunities for exchange programs, cross-enrollment, and other forms of partnership.
South Korea is in general very eager to become a major hub for students from all over the world. As of 2026, the country had already more than 310 000 foreign students — a record in the entire history of the national education system.
