The educational institution was established in 1931 in the city of Saratov.

Students are given access to the scientific and technical library of the SEI Institute with a reading room and to the university library.

For sports, the institute has a large sports game hall and a gym for physical therapy.

At the institute, the academic year is divided into two semesters: autumn and spring. At the end of each, an examination session is held, after passing the students, they are given vacations (in winter in January, in summer in July and August).
