The branch was established in 1995 in the village of Staroteryaevo, Moscow Region.

The learning process includes a course of lectures and seminars, practical and laboratory classes, educational and pre-diploma practice.

The educational process is organized in the following departments:

• Administrative Law and Administrative Activities of the Police,
• State and civil law disciplines,
• Criminology
• Socio-economic and humanitarian disciplines,
• Tactical, special, fire and physical education,
• Organization of the activities of road safety units,
• Operational-search activities of the Department of Internal Affairs and the use of information technology,
• Criminal Law and Criminology,
• Criminal process.

The university conducts research activities. In 2022, the branch independently carried out 19 studies, in cooperation with other educational organizations, 12 research projects were carried out.

At the university, the teaching staff includes 6 doctors of sciences, 53 candidates of sciences and 30 associate professors, which confirms the high level of education of educational and methodological potential.

The university provides 6 dormitories for nonresident full-time cadets, the cost of living per month is approximately 1000 rubles.

For meals for cadets and employees, the university has a canteen for 350 seats with organized three meals a day.

To involve cadets in social and scientific activities, the university organizes and takes part in the following events:

The educational process takes place in 11 educational buildings, equipped with classrooms for lectures and seminars, practical and laboratory work. The classrooms are equipped with modern technology: screens, projectors and computers with Internet access.

Cadets are given free access to the educational library with a reading room, in addition to it, the university has a special library with a reading room.

For sports activities the university has the following facilities:

• Outdoor stadium of a wide profile with elements of an obstacle course,

• Shooting range (25 m),
• Sports town.

At the WPF, the academic year is divided into two semesters: autumn and spring. At the end of each of them, an examination session is held, after passing, cadets can take a vacation winter and summer vacation.

Students are provided with food, uniforms and medical care at the expense of the federal budget. Cadets incur the costs of providing themselves with housing.

For admission to the WPF MOSU, you must provide:

• Proof of identity, citizenship,
• State-recognized certificate of education and qualifications,
• Confirmation of registration in the system of individual (personalized) accounting (if any),
• Characteristics from the place of study,
• Personal sheet for personnel records.

If necessary, the applicant also provides:

• Proof of use of the right to admission within a special quota,
• Confirmation of individual achievements, the results of which are taken into account at admission,
• Proof of disability or disability,
• Report of an employee of the internal affairs bodies addressed to the head of the component body on the direction to study at the University,
• 4 photos 3x4.

The necessary package of documents is submitted to the university in person to the admissions office.

At the moment, more than 2400 cadets are studying at the university.

Cadets undergo practice in local bodies of the Ministry of Internal Affairs. After completing their studies, graduates become qualified legal specialists and have the opportunity to continue their service in the structures of the Ministry of Internal Affairs.

For admission to bachelor's and specialist's educational programs, an applicant must:

• Completed education not lower than secondary general,
• Points received for the exam are not lower than:
  • Russian language — 36,
  • Social Studies — 42.

Students receive a monetary allowance, which consists of:

• Official salary,
• Salary for the special rank of "Private Police",
• Monthly allowance for special conditions of service,
• Awards for conscientious performance of official duties,
• Allowance for working with information constituting a state secret.

The university provides financial assistance for vacation leave in the amount of a month's salary.
