A trip to Malta for higher education or learning foreign languages is not possible without a visa. An ordinary Schengen visa of any European country is suitable if it is already open. It will not work for a long time, but for documents lasting less than 3 months, such a option is quite suitable. On a long-term visa, you can study in courses several times, but not more than 3 months in six months.
For long courses and studies in Malta at a university you need to get a Malta category D visa, for which you need to contact special visa centers that have the appropriate accreditation. It is better to submit documents personally, as fingerprints may be required - biometric data is updated every 5 years.
