The branch was established in 2013 on Russky Island in the Far East.

The learning process includes a course of lectures and seminars, practical and laboratory classes, educational and pre-diploma practice.

The educational process is organized at the following faculties:

• Fire safety,
• Additional professional education.

The university conducts research activities in the following areas:

• Development of the general theory of safety and applied methods of analysis and management of the risk of emergency situations,
• Scientific and methodological support of state policy in the areas of responsibility of the Ministry of Emergency Situations of Russia,
• Scientific, technical and information support for   the management of the activities of the Ministry of Emergency Situations of Russia and the   RSChS,
• Scientific and practical support of legislative, legal and regulatory regulation in the areas of responsibility of the Ministry of Emergency Situations of Russia,
• Scientific and methodological support for the formation of a culture of life safety,
• Technical and technological support for the activities of the forces and means of the Ministry of Emergency Situations of Russia,
• Development of legislative, regulatory and methodological framework in the field of civil defense, protection of the population and territories from emergency situations, ensuring fire safety and safety of people on water bodies,
• Improvement of the system of response to natural and man-made emergencies,
• Development of advanced technologies and means of prevention and elimination of emergency situations aimed at improving the efficiency of the Ministry of Emergency Situations of Russia,
• Scientific and methodological support of measures to further improve the system of personnel, social and medical support of the EMERCOM of Russia.

During the education, cadets go to extinguish fires in the region (upon request).

For cadets at the time of study, the university provides a comfortable hostel, in which, in addition to rooms and bathrooms, there are ironing and household rooms.

To organize meals for cadets and employees, the university has a canteen for 60 seats.

To involve students in social and scientific activities, the university organizes and takes part in the following events:

• Environmental campaign "Separate collection of Vladivostok",
• Conducting classes on the basis of the All-Russian Children's Center "Ocean",
• Field lesson on the topic: "Extinguishing fires in preschool institutions",
• Spartakiad among higher educational institutions of law enforcement agencies of Vladivostok,

• All-Russian Patriotic Relay in Memory "Russia is a Country of Heroes",
• Championship of the Dynamo Sports Society,
• Championship of the Far Eastern Federal District among student teams in rugby-7,
• The play is based on the novel by Valentin Pikul "Cruisers",

• Oriental field martial arts "Shotokan".

Education is conducted in a single educational building, equipped with classrooms for lectures and seminars, practical classes. The classrooms are equipped with modern technology: screens, projectors and computers.

For free visits to cadets, an accessible educational library with a reading room for 72 seats.

For sports, the university provides:

The academic year is divided into two semesters: autumn and spring. At the end of each of them, an examination session is held, after passing the students, they are given vacations (in winter in January, in summer in July and August).

After receiving education at the Department of Emergency Situations of the Ministry of Emergency Situations, graduates become qualified specialists, in connection with constant practice during their studies, further work in the structures of the Ministry of Emergency Situations is implied.

For admission to bachelor's and specialist's educational programs, an applicant must:

• Completed education not lower than secondary general,
• Entrance test for physical education,
• Points received for the exam are not lower than:
  • Mathematics — 27,
  • Physics — 36,
  • chemistry — 36,
  • Russian language — 36.

Cadets receive a monetary allowance depending on their rank and success in education. In addition, the university provides financial assistance to students in need.
