The university was established by decree of the President of the Russian Federation on December 29, 1994 through the merger of two institutes: the Tambov State Institute of Culture and the Tambov State Pedagogical Institute. It is believed that the history of the educational institution begins in 1918. This is the only classical university in the region that has absorbed many directions.
