The PVI of the National Guard troops was founded on November 7, 1981 as the Perm Higher Military Command School of the Ministry of Internal Affairs of the USSR on the basis of military unit 6659. The functions and powers of the founder of the institute are carried out by the Federal Service of the National Guard troops of the Russian Federation.

Cadets of the Institute are accommodated in standard barracks premises. For the accommodation of family servicemen there is a specialized housing stock for 541 apartments and a hostel for 34 apartments.

Admission dates and extra charges
The academic year begins on September 1 and is divided into two semesters, each of which ends with a test-examination session.
Enrolment process
Citizens who have completed and not performed military service, wishing to enter the PVI of the National Guard troops, submit an application to the department of the military commissariat at the place of residence before April 1 of the year of admission to the university.
Documents attached to the application (copies):
- birth certificate;
- passport;
- autobiography;
- characteristics of the candidate (from the place of work, study or military service);
- a document on education and (or) qualifications;
- 3 photos 4,5 x 6 cm ;
- service card of a soldier (for military personnel);
- certificate of educationor period of study (for students in educational organizations of secondary vocational and higher education).
The original documents are submitted by the candidate to the admission committee of the institute upon arrival at the university.
Documents for candidates, medical examination cards and cards of professional psychological selection are sent by military commissars to the PVI of the National Guard troops until May 20 of the year of admission to the university.

Applicants to the university must meet the following requirements:
- age from 16 to 30 years;
- completed education not lower than secondary complete general, confirmed by the relevant document;
- successful completion of entrance tests in physical fitness and one of the profile subjects;
- fitness for health reasons;
- professional suitability.
The minimum number of points according to the results of the Unified State Exam:
- Mathematics , 27;
- Russian language — 36;
- Biology — 36.
